State Department added Sanaullah Ghafari to its Rewards for Justice program
On Monday, it offered $10 million for information leading to the ISIS-K emir
It said he was responsible for approving all ISIS-K operations in Afghanistan
He is known as one of the group’s ‘urban lions’ for his role planning Kabul attacks
